CSA Nightmare - advice please

My partner is extremely distressed as he's just been presented with the fact that he owes £10,000 to the CSA. (from 1998)
It's (as always) complicated.
There was a period of time 1998 - 2002 where he didn't pay as his then partner was destroying post as she herself was in debt. He had no knowledge of the post arriving and made attempts to contact the CSA to find out what he owed. Is he or the CSA responsible for ensuring post reaches him?
Once he realised the situation he was told that because 6 months had passed he would have to pay a standard rate. He was not able to show his salary as he was told 6 months had passed - his arrears appear to have been calculated on a salary far above his. Can he dispute this or is the 6 months rule true.
Since finding out about his arrears his has repeatedly tried to find out what they were and has even upped his payments to cover them as he wasn't told what they were. On many occasions he was told he had no arrears. This has been ongoing for 10 years.
By browsing the boards we are going to ask for his file - can someone repost how to do this. can he also request postal communication from now on? He is registered deaf if this will help.
Is it possible to get ones tax records (business) from either HMRC or the accountant used from such a long time ago? Is it worth doing this or is this 6 month rule true and he can't contest it?

Is he or the CSA responsible for ensuring post reaches him?If he was in contact with the CSA and expecting written correspondence which was 'not recived' I would have contacted them asking where it was. IMO it was his responsibility. Besides I would be wondering why no mail was coming through. No brainer really.
