A relative ('s job) ring fenced?

Please can someone tell me what ring fencing means, and the implications for someone in such a situation, the ways he/she may be dis/ advantaged?

Ring-fencing a position usually means that the pool of people who can apply for the position has been restricted.
If your relative is in that pool, then there is less competition for a job; if they are not in the pool, then they don't get to apply.
For example, a post might be ring-fenced to employees who are directly affected by a restrucure, or who are on the redundancy list, etc.0 -
I guess it means different things in different companies?
When we went through a 'restructure', if you were ring-fenced, it meant you were one of the lucky ones who didn't have to re-apply for their 'own' jobs and you were safe!0 -
