Sound advice needed regards to IPO

Good Morning, i am after some sound advice to what is fact and lawful with regards to my situation.

i was declared BR in March 2010 without my knowledge and the first i knew was when i was contacted by the OR in june of that year. i went for my interview and he came up with a rediculous figure of £700 per month surplus disposable income. i disputed this and tried to fight it and the outcome was that in January 2011 i was subject to an IPO of £700 per month taken from my wages. All along i have disputed that this was in excess, i was only earning £2000 per month and my rent alone was £1100.

In September 2012 i lost my job and i informed my trustee who told me to advise when my circumstances change. this i did in January as i secured new employment however my earnings dropped by £800 and i earn in the region of £1200 per month.

now my trustee has demanded monthly payments of £450 per month ie dropping my orgional IPO by £250 even though my income has dropped by £800.

he has also deamed that my rent for the area is too high and the average for my area is £600 so he is in effect forcing me to vacate my current dwelling even though i was in situe before the IPO was instigated. He is also claiming i need to set up a direct debit for this £450 for the next 15 months even tho i had paid 21 month of £700 as he claims my IPO was for 36 months, but all the documentation i have read states its 36 months from the court order and not 36 payments so i believe he is fraudulently demanding money and has stated if i do not comply he will go directly to my employer and quote ' i have the right to seek the full £700 per month'

with my current income i have no or very little surplus disposable income but he is threatening to to take £700 from my pay, i did write to him and he claims he does not consider it a threat but he is stating a fact

please help me with the law and advice
