Tree advice, survey and cutting...

Hi Guys, was on here last year asking advice ref a house I was buying and the potential hazard of a neighbours tree. I now own the house and need some advice on two issues. 1, I was advised by mortgage company to get a survey carried out to gauge root growth and any potential impact on my foundations, the branches are almost touching side of my house about 30ft up. Anyone recommend someone who carries out this sort of work and also I`m assuming the cost of this would need to be paid by me with my neighbour giving consent for surveyor to access his land for a one off inspection. Also if work is needed i.e. root cutting via a trench, who would pay for that?? 2, In regard the over hanging branches my neighbour told me to feel free to get them cut but surely that is not my responsibility?
