PayPal payment 'In Process'

I paid for some tickets, around £520, around 2 weeks ago.
On my end it says they are 'In Process' and there is a button to confirm receipt, however on the sellers end it says they are pending - any idea why this is?
I thought it might be a case where they are a new seller, and I have to press the Confirm Receipt button to allow the payment to be sent to them, however I won't receive the tickets until they send them (I wouldn't want to sell them if the funds were still pending if I was the seller) so cannot confirm receipt in case I don't actually receive them!
I feel that the seller thinks I am a scammer, but I'm not, I want them to get the payment ASAP!

If they are a new seller, a new rule is that the seller does not receive the money paid, into there account, for 21 days, or until you leave feedback, or state that you have received the item. This is to protect the buyer, as any one can set up a fake ebay account, by using a bank account that perhaps they don't often use, and run.
If they can see that it is pending, that is because you haven't acknowledged receipt. So until they have sent them out they won't get the payment.0
