Whats the best way to ask to be regraded?

My OH works for a large organisation, so all the jobs are graded and the payscale varies depending on what grade you are. For instance, starts at Grade 1 for junior staff, Grade 2 for intermediate, Grade 3 for management and so on .....
When he was originally employed early 2000's, the position was graded at grade 2, but the position has grown vastly over the last 5 years (more especially over the last 2 years). His previous Director (head of department) left last year and he now has a new Director and has his appraisal soon ...... other similar positions within this company (different departments) are advertised at Grade 3, so my question is how is the right way to ask to be re-graded?
Obviously a regrading would put him on a higher payscale, (wouldnt be vast as he's at the top of grade 2 now) so he's effectively asking for a payrise too! The money would, of course, be a bonus but i think he feels undervalued being kept at the same level as he is now. Even other colleagues question why the position is a level 2 still?
Any thoughts on the right or wrong thing to say? Thanks in advance.

Is there a role evaluation process in the company handbook or policies document?
Or ask a union rep what the procedure is.0 -
Just to note a regrade does not always go hand in hand with a pay increase. Some people in grade 3 may be paid less than some grade 2 people. Obviously a pay decrease wouldn't happen.
If the role has changed so much what it is now senior to the grade your OH is on now then a evaluation of the role needs to be done to see what grade it is now.
During the appraisal I would tell your OH to bring their original job spec or write down all that the duties they carried out when they started plus a list of all duties they do now.Bad luck breeds bad luck.
