I have sucessfully had my house banding reduced and subsequently had a refund back to 1993, thank you Martin!
My question now is: As my water rates are based on my council tax banding can I request a refund of water rates as well? Anyone had experience of this?

Unless you are in Scotland, CT bands are not used for water rates calculations. If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0

Our local water company website (United Utilities) confirms what lincroft says. For houses built before 1990 the charge is based upon the old pre Poll Tax rateable value.0
