I want to make a waist slip

I have a lovely wrap-dress, lovely fit on the bodice, nice colour and pattern, hangs well(when standing still), washes well, makes me look slimmer, the perfect dress really, exept that the 'wrap' keeps blowing open. I want to make a waist slip to wear to preserve my modesty but don't know what type of fabric to sew it in. The dress is grey with a pattern all over it and I thought about using silk that would be 'slippy' and let the dress fabric glide over it. I occasionally wore slips 'back-in-the-day' but they tended to'ride-up' or 'cling'. I am not bothered if the slip is seen but don't want legs and thighs on show on a windy day! I have tried pinning the wrap but it didn't look right. If I can't make/buy a slip for this dress it's going to the charity shop as it's difficult to wear unless I'm standing still !
PS like most fashion disasters, it looked great on, in the shop!

Use an anti-static lining material, you can buy this cheaply from fabricland. They have a good range of colours, if the dress is very lightweight you can always sew 5p pieces or fishing weights into seam to give it some weight0

Could you machine down the wrap around part a bit to keep it more closed?0
