National Lottery Scratch Cards - Payout Problem

Hi,
Not sure if this is the right section for this.
I was wondering if anybody could help me, my grandma bought me a £3 Bingo scratch card last week as a gift and i have won, when i have taken it to receive the prize money the retailer said it's already been paid out, i said what do you mean there's no where it can have been as i haven't got the money and my grandma certainly hasn't either.
Plus whenever i or friends have won on scratch cards the retailer takes it off you and voids it and rips it in half they don't give it back to you when they have paid you.
I called the National Lottery Customer Care Hotline yesterday and gave them all the scratch card details and explained what’s happened they said go back to this specific retailer as it has gone through this shops system as paid but obviously it hasn't, as i or my grandma haven’t received the money the lady said tell them you have spoken to us and they said to payout and if there's any problems ask the retailer to call the National Lottery Retailers hotline.
I went back last night to the retailer and they said no no its been paid, i said it hasn't and told them i have spoken to the National Lottery Customer Care Helpline and they weren’t interested I said the lady said to payout and if they have any problems to contact the Retailers Hotline, they refused and said no they won’t contact them and the National Lottery will have to get in touch with the shop.
I asked the retailer for all there details so I can ask the National Lottery to get in touch and he gave me details and the retailer number.
I called the Retailer Hotline as it’s a Freephone number and when I got through to speak with somebody they asked for the retailer’s number and I gave them it and they said it was not correct!
I don’t know what to do now, can I go to the Post Office and try getting them to pay out and tell them what the National Lottery have said. Any suggestions?
If anybody can help it would be greatly appreciated.
Thanks
R

If the system says it's been paid then no retailer is going to pay it. I doubt the system would even let them mark it as paid again.
You need to go back to the national lottery and get them to sort it out.0 -

Small shops do not generally pay out that muchSubject to the provisions of these Rules, Retailers are authorised and required to make payment in cash of Prizes of £100 or less (£50 or less at selected Retailers with Till-point Terminals), and may make at their discretion payment in cash of Prizes from £100 to £500 (or such higher amount as authorised by the Company). Certain Retailers with Till-point Terminals may, at their discretion, pay such Prizes onto a Prize winner's debit or credit card instead of in cash. In the event that a Prize winner submits a Ticket to a Retailer for validation and payment of a Prize, and the Prize is in excess of the payment authority of that Retailer, the Player shall be advised by the Retailer of the appropriate method to claim the Prize.0
