Council damaged Private Property - please help!

This morning we awoke to the council having destroyed our 40'x8'x4' hedge which is about 4 feet into our property. A third of it is completely removed down to the ground and the rest is only about 2 feet high and a foot wide. We dont live in the best area and there is a road about 4 feet away from the hedge which runs the length of the property and is relatively busy. It is now impossible to put our toddler or a little dogs in the garden safely.
The council is completely disinterested and the contractors who did the damage said that it wasnt their fault as the council told them to do it (whilst finding the situation very funny indeed. I really dont know what do apart from what I have down which is complain to the council. Any advice would be gratefully recieved?
