You don't actually say who gave you this ticket, the advice is dependent on that
When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Oops sorry! I did upload a pic to photobucket but it won't let me post it!

It was issued by Napier Parking (and says they are a member of the British Parking Association)

In which case, just ignore it

In that case ignore them is the recommended way to deal with them. It's highly unlikely that it will go beyond begging letters asking for money. Providing the vehicle is yours and not hired etc

So you think it is better to ignore them completely rather than appeal? I'm a bit worried about getting debt collectors round or something if I do :o

You won't get debt collectors round. They don't work that way. They just send out silly letters.
What part of "A whop bop-a-lu a whop bam boo" don't you understand?

    Debt collectors won't call.

    They can be safely ignored
    For everthing else there's mastercard.
    For clampers there's Barclaycard.

Thanks for the good advice all of you. I'll file the ticket away somewhere and try to forget about it :)

    Well...ignore it or...

If it was headed up 'Parking Charge' (not 'Penalty Charge'?) and issued in England/Wales then I would appeal it and then appeal to POPLA. Because Napier do occasionally try small claims Court (it's very rare but Napier did once or twice I think, ages ago).

DO NOT PANIC because they would lose if they tried it and if you defended it with good advice from here or pepipoo forum - but the way to make them withdraw the fake PCN is to appeal with the right wording, and appeal to POPLA, and get it cancelled. As discussed here:

    https://forums.moneysavingexpert.com/discussion/4447137

...mulronie's wording in post #27 is a good summary of the 'PPC do not own the land nor have sufficient right of occupation to have the proprietary right to offer parking' argument. Plus add in a requirement for them to show POPLA the contract they reckon they have with the legal owner.

I think we should be using POPLA and costing PPCs money. :)

Please can you post a broken link, we'd like to see it as we haven't seen a current Napier one and I want to be sure it's not Council? Just remove the http bit from the front of the URL, or put the word 'dot' instead of the dots. Then we can convert it to a working link (newbies can't post them).
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
