Advice for paper anniversary gift

I've had an idea for my brother and sister-in-law's 1st (paper) wedding anniversary and I need advice on how I could make it.

The idea is to create 2 3D letters which will be their first name initial e.g. 'S' for Sarah and 'J' for John. Then I want to decorate each letter with photos of their first married year together.

These can then either be a keepsake or displayed as an ornament.

The advice I need is:

What can I make the letters out of?
How can I attach the photos to this material in a way in which
h they kind of flow, in a collage type way, all around the 3D letter?

Any advice would be very much appreciated. Thanks :)
