A council is not a business.
Which is entirely at the discretion of the creditor (the council), NOT the debtor (you). If the council chooses not to grant it that is entirely at its own discretion.called a "grace period".
The "grace" the council previously offered you was the concession to pay monthly by agreed dates. You abused that concession so they have withdrawn it.
How would you feel if your employer took that view?If they get it late, big deal.

Will your council accept a standing order, so you continue to have control but they get paid even if you forget? It's the forgotten payments that are bugging them, so standing order may solve that problem for them while leaving you in control.0
