Swapping out bedding plants 3 - 4 times a year all round the borough though.
Yeah, yeah, I know these are just the tip of the iceberg.
Just a couple of examples.
My own VI council had reported debts of £560 million yet spent £65,825,000 refurbishing Marischal College, whereas there were private investors willing to refurbish and utilise.
I'm sure this money could have been spent elsewhere and the council did not need such grandeur.

You really haven't thought your post through.
Most people are unemployed for less than 6 months.
The majority of those on council tax benefits of working age are in work in low paid jobs.
A large part of a councils money comes from central government
Central government has cut their grants to local councils
I cannot think of anyone who is unemployed now and has normally been a worker.
I know of plenty of professional non workers, who get benefits, not just dole, income support, free council tax, free housing, who also smoke, drink and do stuff on the side.
Radical changes need to be made to councils and government bodies, they cannot keep putting up tax for the workers, yet hand rebates to people who have plenty of money for drinks, ciggies and pay TV.0
