Cats don't digest cows milk very well http://www.petside.com/article/milk-bad-cats
Leaving fresh water out would be better for them. Also, if they're strays, they may well not be nurtured. If you contacted a local cat charity they would probably come to you, trap the cats, nuture/spay them, then if they're too wild for re homing, they'll release them back to you.
I don't mean to sound preachy, but I used to work for a cat charity and I could tell you stories that would make you weep.
It's very kind of you to feed/water them. They're lucky to have you looking out for them x0
