Jobseekers - Should I have to pay council tax?

Hi everyone,
Basically, I have been out of work for about a month now, I'm currently on Jobseeker's allowance. I have been told to pay £300 something for council tax, as I didn't pay when I was working. It was forwarded to court or something and have to pay £95 extra. They're asking me to pay £20 a week, when I get around £56 a week from Jobseekers, which I think is quite unfair.
What can I do?
I don't mind paying it when I get a job, but asking me to pay when I'm not working, isn't really fair, is it?
I left college with A-Levels last year, taking a gap year (or 2) so I can make some money before taking out a student loan and getting into debt before finishing university. I'm only 20! They should cut me some slack. I was earning around £15 an hour and working like everyday, I've already paid nearly a thousand in tax when I was working. All I'm asking for is to let me get a job before I pay council tax? I live with my mum and sister, my mum can't pay because she's disabled and doesn't work, and my sister can't pay because she's 9, so it like becomes my responsibility which I'm fine with, but I need some time.
What can I do?

Which property is the council tax for ? - if its your current one then who is the tenant of the property ?I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0 -
You pay whatever you can afford. If you pay nothing then bailiffs will come and visit. If you ignore them then the debt goes back to the council for further enforcement action. As you don't earn anything nothing much further will happen. They may ask that the arrears be paid back fortnightly straight from benefits at a very low rate...it around £3 a week. Regular savers earn 6% interest (HSBC, First Direct, M&S)
Loans cost 2.9% per year (Nationwide) = FREE money.
