CSA want to open a new case eventhough my ex closed it , can this happen ?

In one of his posts he did state that there was a question of parentage, and that he was young at the time and didn't know it was available, i would like to think that if anyone had been paying the CSA and was found not to be the parent at a later date would be refunded in full,
And that refunded money would be coming from whom exactly?0 -
The CSA and then they could sort a repayment program out for the P.W.C. to repay just like they do with a N.R.P.
or the P.W.C. could inform the CSA of the correct father, and then they could claim the money back off him, why should a man have to pay for a child that is not his!!!0
