CSA want to open a new case eventhough my ex closed it , can this happen ?

The CSA and then they could sort a repayment program out for the P.W.C. to repay just like they do with a N.R.P.
or the P.W.C. could inform the CSA of the correct father, and then they could claim the money back off him, why should a man have to pay for a child that is not his!!!
