Help with speculative cv sending?

Quick query......I've found conflicting advice on different cv sites.
If there is no actual vacancy presently being advertised but a CV is being sent to companies speculatively, should you state what date you would be available from in the covering letter?
Also should you state you are under redundancy notice, which is why you would be available from whatever date?

When my job was under threat lots of people started looking and I out in mine that there was the threat of redundancy and that lead me to start looking and then 2 years later when I was made redundant (no one was previously as 2 people resigned instead so they were never replaced) I stated I was on one weeks notice and was available from the week beginging say 25th March 2013.We’ve had to remove your signature.
