Child maintanence- please help?

Hi got a letter back from CM today- finally, I'll be getting something from my ex whos never even wanted to see our son even though he was planned (he decided it wasn't for him- go figure). Anyway, it says he must pay £5 per week on the flat rate which is nothing compared to raising a toddler but something I suppose. My son was born in 25/05/2011 and after I eventually pursued CM after issues with him, he apparently had no income so I got nothing (cash-in-hand projects *cough*).
I called CM to reassess in Jan this year and the flat rate was set up, but I don't understand the letter:
'''the amount we previously asked Mr BLANK to pay has been changed from
24-01-13 to 5.00 a week
01-09-11 to 0.00 a week
01-09-2011 to 30.00 a week.
this means that Mr BLANK has been asked to pay too much CM in the past.....''''
So surely if he went on benefits (which is what the flat rate calculated on) BEFORE I contacted them, he should back-pay me the arrears as he didn't disclose it getting his benefits? And that £30 per week? That isn't on the letter, it just says he will have to pay 3xweekly installments of 9.50 only (which includes the 5.00 per week flat rate anyway) and 1x week of 6.50 only (again including the 5.00 flat) then it continues onto flat rate?
Am I wrong? Please help!
We really need the money at the moment by the way!!
