TUPE Clarification

My current employers are neogiating a contract with a third party. A consequence of this is that myself and several colleagues are being transferred under the TUPE legislation. I am looking for some advice my HR department is saying that until they have concrete informmation from our new employer they cannot start teh TUPE process. they have informed us that it is happening but that is it. I am sure that they can start the process of informing before this time especially if all that they can tell us is what TUPE is and how it works and what is covered. I think they are just being awkward.

Very briefly, TUPE: Transfer of Undertakings (Protection of Employment) means you should have a level of protection if/when the new employer takes over. You contract of employment should remain essentially the same, or at least, be made no worse. It covers pensions, dismissal, TU representation; that sort of thing.
You should be informed at every stage of the process by your representatives. I think this protection has a limited time if memory serves.0
