I'm still pretty new to Twitter myself, don't enter many comps on there.
I *think* it's a little like FB but on twitter you follow people and they follow you back

Usually you 'follow' the twitterer running the comp, then retweet a specific competition message. Sometimes you might have to follow a few twitterers, depending what the comp says.
The competition listings here usually give a link to the twitterer to 'follow' and a link for the message to retweet.0 -
It would be a good idea to follow some other compers just to see what they do and what comps they are entering. There is a list of MSE'rs on twitter here.
