No,they are his but the FIT rate he is on is tied to the property not the panels so if he moved them he'd get a much lower rate and it would not be worth it.

This is wrong. If you move the installation, you lose all of the FiT.

In the event you were able to sell the property but retain ownership of the solar system as a sort of RAR scheme for the new occupants, you would need to factor in maintenance costs and presumably separate insurance of the solar system.
Finding an insurance company to just insure the solar system and not the property would be a challenge in itself I should imagine.
It bad enough finding a company that specifically mentions it as being included in normal house insurance policies.0
