council tax rebanding at a previous address

A house that I lived in from 2002-2005 had a higher banding than the rest of the street. I questioned it at the time with the council and they said it was right so I didn't pursue it. I have now discovered that the lovely people who bought the house from my landlady after I moved out took this forward and it has now been moved to a lower band. Does this mean that I am entitled to a refund for the council tax I paid while I was there?

To cut a long story short I spoke to the council a few days ago and they said that the VOA had not informed them of the change to the band but when they did I'd receive a refund - however I have had a few issues with that council (see previous thread) and don't altogether trust what they tell me! Does this sound right?
