Work Programme Illegal

Don't know if its true or not but I heard that the work programme is illegal mainly the part of sending people to work with out pay. Because couple of years ago I told to go to work for 13 weeks 9-5 Monday to Friday for an extra £15 a week luckily I found somewhere local so I didn't splash on transport.
