Application form question?

Hi, I'm in the middle of filling a huge application form for an amazing job but I've been asked to prove I have the;
"Ability to work within a highly complex procedural framework"

I don't want examples of how to answer it or anything but I'm not sure what that really means. The job is marketing related at a university if that helps?

    Think of any job where you've been employed as part of a team. How did that team work? Was there any part of the job where something had to be done in a specific way or to a tight timeframe? Were multiple members of the same team involved at different points along the way to achieving the team goal? If the answer is yes then you've been involved in an example of a highly complex procedural framework. This could apply to many industries and many jobs.

    I'm sure there are many other examples but that springs to mind instantly.

    To me
    "Ability to work within a highly complex procedural framework"

    Means working with procedures and ones that are complex and long.

    Such as say placing an order for the company what procedures would you follow. Such as interacting with other staff memebers to get this task done.

    I'd say it means you need to have worked somewhere where there are lots of tight, important rules & regulations that you need to adhere to; and where there are a lot of steps or elements to any particular task.
    Most admin jobs would apply; warehousing might do, sales often could...
