Applying for a job with no direct experience?

I’ve seen a job advertised (via an agency) which sounds interesting. Thing is I don’t have any direct experience and from the wording of the advert it’s not clear whether experience is essential or not. I have loads of office admin experience, but not specifically payroll or human resources. Is it possible to teach someone about tax, NI, SSP etc. relatively easily, or does it require loads of studying/ training? You’d think they would make it clear if they required someone with accountancy training?
I suppose what I’m asking is how to word a covering letter – they will see my CV but I want to appear keen & eager to learn, but not make myself look an idiot if they want someone with specific experience. I have the feeling it will be a complete waste of time anyway, as someone will apply who has relevant experience.

I went into payroll/bookeeping with no payroll exp but I had 10 years exp in accounts and the same industry so that went in my favour.We’ve had to remove your signature. u have to beef up the covering letter explaining why your actual experience makes you suited. my mate did the same when she was beyond unqualified as she had 'nothing to lose' and she got it as she showed passion and explained herself.
A lot of the time its passion that gets u further rather than ticking all the boxes.0
