Pension Wind Up - Mistakes

Hi,
At the end of last year I was notified that a pension plan from a previous employer was being wound up and that there were 3 options. As I had only paid in a relatively small amount to this plan as it was near the beginning of my career I requested a quote for a short service refund.
I was told I wasnt eligible for this as I had more than 2 years service. I knew this wasnt the case so double checked the details and after I queried it they apologised for the mistake and provided a quote.
The quote appeared low (it was also subject to tax and NI) so I again double checked the details I had and queried them. Again they apologised and sent through a revised quote. The original quote was only about 60% of this revised quote!
Am I wrong to feel extremely concerned with the information they are providing to me after 2 fairly large errors?
Should I be raising a complaint and to who as I dont want them making these errors for everyone involved in the plan.
