Halifax customer retention deals

Am I right in thinking that the key benefit of staying with the Halifax is that they don't charge an admin fee for a new mortage with them?
I ask as we have a low value (<£20k) mortgage with a couple of years left to go just now on SVR and it seems more costly to switch to soemone else because of the arrangement fees which dwarf the interest rate benefit of changing.0 -

With such a low mortgage balance. Take the best option on offer from the Halifax.
You'll be unlikely to save money effecting a remortgage. (That's if lenders would be interested even).0
