Changes to student awards 2013/2014

I've just been checking on what money my daughter will be able to claim when she starts at uni in September this year, with her sister, hopefully, following the next year.
I've been shocked that they've withdrawn the allowances for more than one child in higher education, and they've set the cap for parental income at £34000. Over this amount you get nothing, apart from the tuition fees paid. The maximum student loan for income of over £34000 is reduced to £4500.
As our joint income is only just over £34000, I know we'll struggle to fund the extra cash needed to top up the loan, as the hall fees will be around £4000.
Apparently the legislation was passed last summer but I wasn't aware of it.
I'm sure my daughter would have been entitled to more if she'd gone last year, as I got a friend to check out the figures for me. I knew we'd have had to top up at least £1000 last year,but even with my daughter working at weekends, we'll have to find a lot more.

We are in exact same position, one in 2nd year and one about to start University. Earnings £250.00 over £34000.00. If dd does not get into Uni nearby there no way we can afford student accomodation.0
