    What almost definitely happened with your father is that they quoted him a FLAT rate and then showed the APR (which is always around double the flat rate) on the written agreement. It's very common (but obviously misleading) for car salesmen to quote flat rates.

    yeah that is happened to me, the sales person quoted a different rate than the paper-work, it was nothing like above, but still a few % more.
