job ad on DWP - agency req cv by email, but now upload to ??

saw an interesting job on the DWP lisitng site, with an email address to send cv too..
just had a reply, requiring me to upload my cv (again?) to 'their database', though the link seems to be going to cv-library (which I'm already registered with, separately..)
Seems rather weird way of doing things? There are no contact details on their email, too..
