Just the fact the friend has paid £2000 back suggests the friend knew it was a loan, therefore it is a loan. The friend is acknowledging this. Just by making repayments.

I agree with bargainbetty, send a strident note back with a firm arrangement in place to repay the £4000. If at any point in the future, she is able to pay him back in full, she should. Keep all communications for records and ignore his letter for tax (eh?) and interest. He's simply trying to frighten her. Tell your friend, to set up a regular payment arrangement and stick to it. A letter cannot hurt her, she can simply file it away. If he continues with threatening messages, change his name in her phone to "Do not answer" make a note of the threatening messages and report them to the police.

It's in her best interests to get this man off her back, but as it is a loan, she has an obligation to return his money to him.
