Costco guest and additional member card

How does the guest thing work at Costco? I used to be a member years ago and thought I remembered that you were allowed one guest per card through with you each time you went?
So if DH and I both have a card we can take 2 other people through with us?
And also, how does the additional member thing work? We have signed up and my sister and her DH want to become members too but we are thinking if we get an additional card on our account we can split the difference (additional card is £12 vs £30 for new membership). The only thing is it says that the additional member should be at the same address - will this affect their ability to use the card as they dont live with us..
That way sister and her DH can use 1 card together with guest pass to shop together - does this sound right?
