Help! Advice needed

I have recently received a letter from a bailiff telling me that they are seeking council tax arrears amounting to £700 from 10 years ago.
This is supposedly money owed from a flat in Hounslow that I rented and had given all appropriate notice for when I left.
It is now 10 years on and this is the first I have heard of any proceedings against me, even though I have been on the electoral register all this time and my former landlord had forwarding addresses and numbers on which to contact me.
The Bailiff's letter tells me to only contact them with intention to pay and I am loathe to acknowledge the letter as I might be then admitting liability for a debt I do not owe.
The letter comes with no breakdown of costs and charges or a copy of any CCJ. Just how seriously do I take this?
Should I be worrying that they're coming to take my stuff?
