Bit confused

I have a plot of land that was given to me for my birthday and it has outline planning permission until June so I am trying to get a house in place as soon as possible. Because of this I have little savings but I own the land outright and I have a desicion in principal for my mortgage but what i was wondering is if you have to have a plan for the house before you can get the mortgage finalised? I need to scrape together about £1500 to get the first set of plans for the house I want and get planning permission but due to a sad lack of savings it's goign to be tough. I am gettign my mortgage through buildstore so it should be released in advance stages but as i own the land already can I send in my full application and then ask for the first stage if it gets approved to pay for the plans, and say a driveway and some new fencing until i can get the plans and planning permission for the house? Everyone in buildstore that i talk to has a different oppinion and I was hoping for some sort of clarification.
What i want to avoid is taking out a loan for the amount. I can afford it but I have just scraped my credit score back up to somthing decent and i dont want it to plummet again.
