Whats best? Additional pension

Im 28 and paying into a railway pension for the last 5 years. My current statement says if i die now my next of kin will recieve £70000 and when i retire i should be entitled to roughly £7000 yearly pension.(Providing i keep paying into it until then).
I missed out on a scheme called brass where they doubled what you put in. This scheme has now stopped.
Having just had a little baby and my partner already having i young child, im putting my family head on and decided that £7000 a year is not very much for putting 40 years worth of contributions into it.
Im looking for something where i can put another £20 or so into it now, then up this once a few debt have been paid off and gradually increase as mortgage gets lower etc.
Is an ISA the best thing to start now or is there any specific schemes i should be looking at.
