What is cake flour?

I have a new cake recipe which calls for cake flour? can i substitute SR instead? Many thanks.
I'm not a failure if I don't make it, I'm a success because I :tried!

These a "OO" grade flour but google tells me thats plain flour.0 -

Not read the explination link yet so may be repeating. 00 is just finer plain flour I think. SR would probably work unless there is baking powder or bic of soda in the reciepe in which case I would use plain.0
