Council Tax reanding error - interest on monies returned?

Having just followed Martin's advice and found that my I was in the wrong band for council tax (and had the band reduced), I am told by my council East Riding of Yorkshire, that they will not be paying any interest on the monies they took. Yet I read on Martin's "success" forum that some councils are.
The reason for my rebanding was given as "It has been necessary to correct an inaccuracy in the Valuation List caused for example, by a clerical or valuation error." One of my questions is - can an organisation profit from their error?
When I reported a firm of solicitors to The Law Society, one of my complaints was the interest on my money that they held. The Law Society ruled that the solicitors firm had to pay interest on my monies every 6 months (so that I received interest on interest, on interest).
Has anyone challenged their council on this stance, or taken action against their council?

RENTING? Have you checked to see that your landlord has permission from their mortgage lender to rent the property? If not, you could be thrown out with very little notice.
