Council Tax Overpayment Refund - 20 years of previous adresses

Hi,
I am owed a few hundred pounds from my local (Scottish) council for overpayment of council tax for 2012/2013; they have confirmed this.
However, before they pay, they want me to provide details of all my addresses for the past 20 years (I have lived in my property for over 12 years). That appears to be a bit OTT, but can they do this or are they just being a pain for the sake of it?

They're just wanting to check nothing is owed before they refund you - it's due diligence more than anything .
Is there any particular reason why you don't want to tell them where you have lived previously ?I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0 -

Yes, I don't want to tell them if I don't have to, as I gave them this information when I first moved in and look at what they done with that - either they have lost that information, or they haven't bothered checking it.
I have nothing to hide, but at the same time I don't jump whenever the council wants me to. But it still seems absurd to me that they can request another 8 years of previous addresses when I have already given them 12 years worth (and have no outstanding debt - quite the opposite).0
