Can this item be used for chest exercises??

But, it says that it is designed for the triceps..

But cant dips also be used for chest development?

It can definitely be used for chest exercises (dips). I use two kitchen chairs placed back to back about half a metre apart to work chest by tilting body forward, similar to the pic below.

Just looking at the length of the legs at the back of the item, they're not very long. I think it would depend on how the item is weighted. If you were to use it like the picture Ximian posted, in order to do chest exercises, then it may topple over.

If you want to tackle chest too you need to include pull ups. This will be better for you:
