Is there any site that allows you to see all the details, ie address as well as the name, that doesn't charge, I've found who I think is the person I'm looking for but it will cost me £10.00 just to access the details.

If it's local, I think you are entitled to go into the Council office, or the library, and inspect the register0

Phone your council office and they should be able to tell you free of charge, when I moved house i didn't realise this changed automatically. Phoned the council, and they sent me and the OH forms to change all our details
