Un-solicited Credit Card Offer..!!

Hi,
I currently have a debt for a Sainsbury loan which was sold on to Cabot by B.O.S.
They keep calling, I tell them no change, I can only pay the £1.00/month.
Out of the blue I now get an offer for a "Crdit Card" from Capital One
Saying
"This card is designed for people who are working to get back on track"
How do they know about my situation?
Have my details been passed on to this CC company?
This is not on on in my book, offering more debt options?
Is this legal?

I have a credit card with Sainsbury, with £0 balance in a draw.
That is my only card, got that about @ 10 yrs ago
Never applied for any cards since.
Did have an offer for a Barclay Card(I'm with Barclays) many years ago.
Thanks0 -
They don't, they just send out to a mailing list bought from somewhere. I have had similar from Cap1 & Vanquis which I find strange. I have cards with Cap1, Barclaycard & Virgin (total limit £23,000) which are running quite happily and in reqular use with no defaults so have no need of another card, especially from a provider that I am already with, to 'get back on track'How do they know about my situation? This is a system account and does not represent a real person.
