unauthorised transactions

I've logged onto my current account online and realised there are unauthorised transactions which have taken the balance to a few pounds. Three were done yesterday and one was attempted today but declined due to no funds.
The payments were taken through Paypal and the bank has given me the user names but these are just letters and numbers.
The bank won't refund anything because it was done through Paypal who in turn don't want to know. Both say its because I have a Paypal account.
BUT this debit card is NOT on my Paypal account as I use a credit card only for paying through there.
So i'm out of pocket and no-one wants to refund me.

You need to log into your Paypal account, go to resolution centre and open a dispute.0

Go back to the bank and tell them you wish to make a complaint that they have breached FSA rule BCOBS 5.1.11R by refusing to refund a payment which you have confirmed was unauthorised.
And that they have also breached FSA Principle 7 because they failed to communicate your rights to you in a way which was clear, fair and not misleading.
Remind them that they must now deal with the matter in accordance with the FSA's DISP rules.
That means it has to be included in their returns to the FSA and it will cost them a lot more than if they had got it right in the first place but that is their problem, not yours. If you can tell them who you spoke to and/or when that might help them identify who needs more training!0 -
The bank has said the transactions will come back as they were pending and they'll just cancel them.
However, I still went through the 'fraud' questionnaire etc.0
