Weighting pad on kitchen scales is degrading

We have one of those digital Imperial/Metric flat weight scales (Anthony Worrell Thompson brand) with a flat black square on it for weighing small items, or putting bowls on to weigh stuff in
Unfortunately the black area seems to have gone very "sticky" and the material it's made from seems to be bio degrading. Does anybody know what has caused this or what I can treat it with to remove the stickiness. Flash doesn't work.
