    Contact a debt charity. Today.

I can recommend Christians Against Poverty for amazing support, as I am going through a Debt Management Plan with them at the moment. They priorities your debts to give you a livable budget, stop the phonecalls and letters (which are a massive psychological drain as I am sure you are aware) and will even accompany you to court if necessary. You don't need to be a Christian to use them. (I'm certainly not). The sooner you act the better so call them.

RE: The neighbour situation. There is nothing worse than bad neighbours. We are in a terrace home and at one point had a family on one side who would sing kareoke from 1am until 5am, and on the other side a single mum who would invite half of the town's scum and wasters back home for a weekend of drugs, loud music and fighting. The police didn't want to know but the council were pretty helpful and it felt good to be actually doing something about it. Contact your evironmental health dept, keep diary sheets of every disturbance and realise you do not have to suffer their behaviour.

    All the best :)
