Energy Efficiency grants

We recently applied for the free loft insulation grant. We applied in November but were told that the insulation could be fitted in January. Happy. Now I get a letter from the company saying that the grant has been removed.
Everything I read says the insulation should have been fitted by end December.
I've tried taking this up with the company and they say they have been let down by British Gas and its not their fault.
Is this correct or have I been mislead. If so who do I take this up with

As mentioned in the Tesco ins. thread CERTs (the funding) has stopped . Not sure of your position though , as you've paperwork saying it should have been fitted ?0
