try installing the program again and then taking it off, or just delete the directory etc yourself

The program may also have it's own uninstall section in the programs directly rather than using the Windows add/remove programs facility.

I hate it when programs won't come off the PC cleanly:(

The same way that you delete a file.

I'd recommend you do NOT simply delete the folder, but reinstall to overwrite everything, and then uninstall.
If you just delete the "Program Files" folder, you might miss many files (e.g. in "Common files" and why not "system32"), as well as all registry keys, and maybe even some services. In the end, you'll have plenty of leftovers, and the dead registry keys might pause problems (e.g. file not found errors on boot).
If you don't have an uninstall entry in "Add/Remove programs", check if you have a link in the "Start menu". And if you don't have that either, see if you have something like "uninstall.exe" in the "Program files" directory, and if yes, try to run it.
