Best way to buy/finance a car?

Apologies if this is in the wrong section, but as I suspected a load would be the best way to go I thought this was as good a place as any.
I am about to move jobs, and will be receiving monies towards a car. However, I'm not a new car sort of guy so have only ever paid a maximum of £1300 for a car!
Therefore, I have little idea which is the best way to finance a new car.
I'll be receiving £1000 upfront, and then £300 pm (taxable) to pay for the car and maintenance, apart from tyres. Fuel is provided, but I'll be insuring it myself which I don't mind absorbing.
I'd originally intended to get something £4k-ish, but I've now been told it also has to be a maximum of 18 months old, for image reasons. I'm to find out if it is feasible to get any decent car of that age, for this level of monthly payment and go back to my new employers, but I suspect it won't be possible.
For tax implications, my salary is £30k, plus this £3600 a year.

How on earth is a Ford Ka or a Fiat Panda going to fit in with any Image Reasons??
You will be very lucky to get an 18 Month old half decent car for that sort of loose change!
