Help! Terms and conditions wording in car loan..

Have just been looking through my terms and conditions of my car loan and it says 'At the end of this agreement,provided you have paid all monies owing under this agreement and the agreement has not been terminated, you may buy the goods. You may exercise your option to buy the goods by paying the option fee together with and in addition to your final monthly payment...' does this mean we have to pay extra at the end for the car to actually be ours???
The loan is with welcome car finance (I know I know..).
