Should I send a cover letter with a CV

Losing my job after 27 years need advice on job seeking.

I have done my CV ok but should I send a cover letter with it if so should it be hand written or typed when applying for a job?

The job I am applying for need a computer literate person so I am inclined to type it out on my computer.

    Yes - send a covering letter, not just a CV (and not just an application form either when you have to use those).

    Unless they ask for a handwritten letter, a typed one is best. Use the covering letter to draw attention to particularly relevant parts of your CV. Don't say something important in the letter (eg I have used Microsoft Office suite applications) if they aren't in the CV. Make sure the CV includes all the relevant information but the covering letter emphasises the points they are looking for.
